(Sanskrit: महाजनपद, Mahājanapada, literally "great realm" from maha, "great", and janapada "foothold of a tribe", 
The political structure of the ancient Indians appears to have started with semi-nomadic tribal units called Jana (meaning "people" or by extension "ethnic group" or "tribe"). Early Vedic texts attest several Janas or tribes of the Indo-Aryans, living in a semi-nomadic tribal state and fighting among themselves and with other Non-Aryan tribes for cows, sheep and green pastures. These early Vedic Janas later coalesced into the Janapadas of the Epic Age

About 108 clans(108 कुळ/कुल) of Dhangars and 22 sub castes (22 पोट जाती).

There are total 108 exogamous groups (clans) of Dhangars found all over India.These clans found Three and half main sub divisions due to division of labour among brothers of one family(एक ही परिवार के सदस्यो में काम का विभाजन हो गया).These are Shepherds(Hatti/Hatkar,Pal,Kuru/Kuruba,Gadariya etc..),Cow herders/Ahir (Yadu and Gawali) or Buffalo keepers(Mahaskar/Gurjar/Gujjar) and wool and blanket weavers (Khutekar,Sangar and Shegar).The half division is butchers(Khatik).All sub sects fall in either of these division.The number three and half is not random selection but has a religious and cosmological significance.
