Shak,Yavan(Greek/Turk),Pahalav/Pallav/Persian(Kshahrat/Kharat),Parad,Yuechi(Kushans),Huns,Aundra,Pundra etc..were the the tribes out of Vedic cult and they were Mlechha for Vaidics.

If unfamiliar languages were detected, early Indians would club them as foreign tongue "mleccha bhasha". As the Sanskrit word itself suggests, "mlecchas" were those whose speech was alien.
